The College of Fine Arts|University of Babylon was established in 1980/1981 under the Academy of Fine Arts at the University of Mustansiriya. In the academic year 1986/1987, its name was changed to the College of Fine Arts, and in the academic year 1988/1989.

The University of Babylon is one of the largest universities in Iraq. It is situated on the banks of the Euphrates River in the province of Babil in central Iraq. The institution is made up of 21 colleges spread across three main locations in Hilla. The central university campus is in the medical colleges complex in the center of Hilla -Al-Iskan.

Assistant Professor Dr. Amer Sabah Al-Marzouk led a delegation from the University of Babylon to the Fourth Scientific Innovations Exhibition, themed "Our Youth: Awareness and Empowerment," organized by the Ministry of Youth and Sports and endorsed by Prime Minister Mustafa Al-Kadhimi. The exhibition, an annual event by the Ministry's Scientific Care Department, aimed to promote and support innovative Iraqi youth by providing a platform to present their innovations. The University of Babylon participated with a delegation of professors, researchers, and scientists across various fields. The fourth edition featured 25 universities and 300 scientific research projects in medicine, engineering, and laser technology, attracting the attention of companies and entrepreneurs seeking to invest in and practically implement these research findings.
