The College of Fine Arts|University of Babylon was established in 1980/1981 under the Academy of Fine Arts at the University of Mustansiriya. In the academic year 1986/1987, its name was changed to the College of Fine Arts, and in the academic year 1988/1989.

The University of Babylon is one of the largest universities in Iraq. It is situated on the banks of the Euphrates River in the province of Babil in central Iraq. The institution is made up of 21 colleges spread across three main locations in Hilla. The central university campus is in the medical colleges complex in the center of Hilla -Al-Iskan.

Dr. Amer Sabah Al-Marzouq, Dean of the College of Fine Arts at the University of Babylon, opened an art exhibition by a fourth-year student named Noraj Najm Abdullah. The exhibition was titled “Faces and Mirrors” and was supervised by Dr. Hadeel Hadi, and included various works such as drawing on glass, oil paintings, watercolors, sketches, sand and gravel works, works with chemical acids, and works on copper utensils. The exhibition was attended by students, professors and art lovers from outside the college. It is worth noting that the college administration, represented by college deans and department heads, launched a campaign to support gifted students by organizing personal exhibitions and various activities to develop and direct their talents.
