The College of Fine Arts|University of Babylon was established in 1980/1981 under the Academy of Fine Arts at the University of Mustansiriya. In the academic year 1986/1987, its name was changed to the College of Fine Arts, and in the academic year 1988/1989.

Dr. Shouqi Mustafa Al-Mousawi, a faculty member in the Department of Fine Arts at the Faculty of Fine Arts, University of Babylon, participated in the third international scientific conference held in France under the auspices of the French Institute for Arab and Islamic Studies, titled "The Structure of Arab Societies: Knowledge Theories and Development Challenges. Dr. Al-Mousawi's participation involved a remote presentation of his research titled "Aesthetics of Discourse: Between Embodiment and Flattening in Islamic Arab Art - A Study of Al-Wasiti's Illustrations.
