The College of Fine Arts|University of Babylon was established in 1980/1981 under the Academy of Fine Arts at the University of Mustansiriya. In the academic year 1986/1987, its name was changed to the College of Fine Arts, and in the academic year 1988/1989.

The University of Babylon is one of the largest universities in Iraq. It is situated on the banks of the Euphrates River in the province of Babil in central Iraq. The institution is made up of 21 colleges spread across three main locations in Hilla. The central university campus is in the medical colleges complex in the center of Hilla -Al-Iskan.

The members of the Faculty of Fine Arts at the University of Babylon celebrated the appointment of their new dean, Professor Dr. Amer Sabah Al-Murzoq, by holding a special event in his honor. During the event, Dr. Al-Murzoq delivered a speech in which he expressed his gratitude to the staff and encouraged them to continue their hard work and dedication. He also urged them to expedite administrative procedures and avoid bureaucracy and complexity, while adhering to the laws and regulations. As a gesture of appreciation, the college's media director, Salim Al-Anawi, presented Dr. Al-Murzoq with a bouquet of flowers on behalf of the staff. All members of the college expressed their best wishes for the new dean's success and hoped that he would continue successful journey, which was filled with scientific, artistic, and architectural achievements.
